Dr. Mark Ruffin was named Superintendent of Montgomery ISD in December 2023, bringing a leadership philosophy grounded in collaboration, shared ownership, and a belief that student success is a collective responsibility. His approach emphasizes empowering staff at every level, strengthening campus leadership, and ensuring that each student is known, supported, and challenged along a personalized path toward academic and life success.
Under Dr. Ruffin’s leadership, Montgomery ISD has experienced significant organizational momentum and sustained academic and operational progress. The district successfully delivered all major projects within the 2022 bond program on time and under budget, including the planning, development, and opening of The DEN, MISD’s new career and technical education and agricultural science centers. This expansion has strengthened career pathways and expanded hands-on learning opportunities for students across the district.
Financially, the district has reached a period of increased stability and strategic investment. Following voter approval of the 2024 Voter Tax Rate Approval Election (VATRE), Montgomery ISD has been able to strengthen its fund balance, maintain a balanced budget, and make targeted investments in staff compensation, student programs, and classroom support. These decisions have allowed the district to remain focused on long-term sustainability while prioritizing people and programs closest to student learning.
Academically and operationally, MISD has continued to refine systems that support growth, including expanded staffing in critical instructional areas, strengthened special education and CTE programming, and ongoing investment in safety, facilities, and instructional resources. Districtwide planning efforts, including long-range facilities work and community-based committees, have further aligned priorities across campuses and strengthened community engagement in decision-making.
Dr. Ruffin’s leadership is also reflected in a culture that values communication, transparency, and engagement. He frequently represents Montgomery ISD at regional and statewide conferences, sharing best practices and learning from other districts to continuously improve outcomes for students and staff.
A former Division I baseball player at the University of Texas at San Antonio, Dr. Ruffin earned his Bachelor’s Degree in Education, a Master’s in Educational Administration from the University of Texas at Tyler, and a Doctorate in Educational Leadership from West Texas A&M University. His professional journey reflects a continued commitment to growth, service, and excellence in public education.
Dr. Ruffin is guided by his commitment to family and faith. He and his wife Bay are the proud parents of three sons, Rhett, Rollie, and Riggs. He often credits his family as the foundation of his leadership, noting that their support and sacrifice make his work in public education possible.
