Teacher Incentive Allotment (TIA)
The Teacher Incentive Allotment is a state program created to help districts recruit, retain, and reward highly effective teachers. The program provides additional state funding for teachers who earn a designation based on classroom performance and student growth. These funds flow directly from the state to the district and then to the designated teacher.
Montgomery ISD has begun the formal process to apply for participation in the Teacher Incentive Allotment. This includes developing a local designation system that outlines how teacher performance will be measured and how designation levels will be awarded. As part of this work, teachers and administrators are collaborating through committees that will guide the development of the district’s application to the state.

Fast Facts on the MISD TIA Process:
- The TIA was created by the Texas Legislature through House Bill 3 to increase compensation for highly effective teachers and support efforts to attract and retain outstanding educators. Montgomery ISD is beginning the application process for TIA designation.
- Our district will submit its application in April 2026. We are partnering with Region Service Center 6, which will serve as our consultant and guiding partner throughout the process.
- As part of the TIA application work, we are committed to providing clear information to all teachers and offering opportunities to ask questions. In November 2025, each campus hosted an overview and Q and A session. You can see the informational presentation here.
- Teachers and administrators will serve on four committees in Spring 2026. These committees will help determine elements such as grade levels or courses included, student growth measures, TTESS alignment, and financial planning.
Montgomery ISD Timeline:
- Fall 2025 to Spring 2026: Development of the district's designation system, including the formation of committees focused on weighting, student growth, eligible teachers, and spending plans
- April 2026: Submission of the district’s application to the Texas Education Agency
- August 2026: Notice of application acceptance
2026-27 School Year: Data capture year, during which the district collects and submits teacher performance and student growth data for validation
- October 2027: Submission of all required data
- April 2028: Notification of approval
- August 2028: Payment of 2026-27 funds to designated teachers. This is the earliest year designated teachers in Montgomery ISD may receive TIA funding, pending state approval.
Montgomery ISD will continue to provide updates as the process moves forward, ensuring teachers, staff, families, and community members remain informed at each stage of the application and approval process.
