Montgomery ISD Continues Upward Trend in 2025-26 Texas Education Agency State Accountability Ratings
Montgomery ISD continues to build on a strong trend of academic improvement, with the Texas Education Agency’s 2025-26 Accountability Ratings showing the district’s overall score increased from 87 to 88.
This marks the third consecutive year of improvement for Montgomery ISD, with the district’s overall score increasing from 86 to 87 to 88 over the past three years.
At the campus level, four Montgomery ISD campuses received an A rating, four received a B rating, and three received a C rating. This is the highest number of A rated campuses Montgomery ISD has had since the state’s STAAR accountability redesign in 2022-23. The number of A rated campuses has increased from zero in 2022-23, to one in 2023-24, to three in 2024-25, and now to four in 2025-26, reflecting the same positive trajectory seen in the district’s overall accountability rating. Both of Montgomery ISD’s comprehensive high schools received an A rating, an important achievement that reflects the strong academic preparation and opportunities provided to students throughout their educational journey.
Montgomery ISD also once again outperformed state averages at every achievement level in every content area measured by the Spring 2025 STAAR. Additionally, Montgomery ISD remains the highest rated district in Montgomery County. These results reflect the commitment of the district’s outstanding teachers and campus leaders, as well as the support of Montgomery ISD families and the broader community.
“Having both of our comprehensive high schools earn an A rating is something our entire Montgomery ISD community should be proud of,” Superintendent Dr. Mark Ruffin said. “Even more encouraging is the progress we are seeing across the district. Our overall accountability rating has increased three consecutive years, and we now have more A rated campuses than at any point since the state’s accountability redesign. That progress reflects the tremendous work of our teachers and campus leaders, who are committed every day to providing students with the instruction, support, and opportunities they need to be successful. It also reflects the strong support our families and community provide to our schools.”
“Our mission statement includes the words ‘in partnership with our families and the community,’ and that is a core value for Montgomery ISD,” Ruffin said. “If we do not get that part right, we cannot achieve our mission. Our success belongs to our teachers, our campus leaders, our students, our parents, and our community. We are proud of the progress reflected in these ratings, but we also recognize that there is always more work to do. We will continue to use data, professional expertise, and the voices of our stakeholders to identify opportunities for growth and provide intentional support where it is needed most. Our goal is not simply to improve a rating. Our goal is to ensure every student has the opportunity to reach their goals and dreams.”
While the state’s A–F accountability system provides one important measure of student and school performance, Montgomery ISD recognizes that no single rating or standardized assessment can fully capture the work happening across its campuses. The district will continue to use a comprehensive set of data to identify areas for growth, strengthen instruction, and support the goals outlined in its strategic plan.
Looking ahead to the 2026-27 school year, Montgomery ISD has strategically restructured its Teaching and Learning Department to provide more intentional, targeted support in identified areas of need. The district is also streamlining teaching and learning processes to promote greater consistency in instructional practices across campuses and ensure effective practices are implemented and sustained throughout Montgomery ISD.
